SHEE KUPI SHEE`S SPECIAL CARE FOR WOMEN AND GIRLS AT WAR ZONED AREA IS MOTIVATING

Shee kupi who is currently the Director for Disaster Management and Peace building in the County Government of Lamu, started initiatives to care for the women, girls and even the Old aged specifically at the Conflict stricken areas of Boni Forest which is a marginalized area and a hide out for Alshabab insurgents.

Since 2015, the Director has been engaged in humanitarian activities targeting the community living in the conflict prone areas along the Kenya Somalia Border, and who have been affected by terrorist activities along the vast boni forest hence rendering the marginalized community neglected and unacessible for other important Government services.

Mr. Kupi with a passion to help those in need, initiated humanitarian programs targeting the vulnerable among them women, school going girls, and old aged by offering services that would reduce suffering. Some of the programs undertaken are AS FOLLOWS:

  •  

  • Medical Camps/Outreaches: The Director coordinated dispatch and led the Team  of Medical officers from Lamu Headquarter to Boni Forest Villages to attend to the community especially women, Children and Old aged in areas where there were no Health facilities and or where the medical officers fled the village owing to Alshabab threats and general  Insecurity.
  • Foodstuff distribution: The Director coordinated the distribution of Food stuff under the logistical assistance by Kenya Military (KDF) who provided AIRLIFT services and security support to ensure success of the event. The area is prone to Drought and famine coupled with a National Government directive on not to roam in the forest considering that the community in the area are gatherers and hunters, their livelihood had deteriorated hence rendering them dependent on the Government food supply.

 

Peace building Forums: The Director, having realized that there is need to preach Peace and patriotism in the warzone area, He embarked on various forums that sought to bring the community together with their security agents which culminated to free exchange of information that finally reduced civilian harm and terrorist attacks by insurgents, majority of attendants being women who are perceived to be the controller of homes for men and children.

 

  • Girls`s security and education support: a Girl Child education in marginalized and conflict area dictates a very harsh and challenging situation for girls who have to struggle through thick and thin, up and down to access education. The director innovated maritime transfers of children from Boni forest to School through Boats after an incident where our Girls were blown up by Landmines (IEDs) when going to school through a Government Car that was hit by Alshabab hence we lost some of the girls in the incidents

 

  • Girls`s Peace building programs: The Director coordinated the collection of all School Girls Children from Conflict-area schools within the Boni Forest, adjacent to Boni Forest  and along the Kenya-Somalia border into one VENUE. The program saw the participation of Senior Kenya Military women who coached, taught and sensitized the children on the peace and security sector where the program bared fruits as children were able to understand and appreciate their role in security and peace programs hence appreciating the sacrifice the military undertake to guard them in their humble area.
  • Mental Health Program for School Girls: Mr. Kupi coordinated the distribution of Sanitary Towels and other girlic items to school going children in conflict areas. Understanding that the area do not have the capacity to procure these kind of stuff, the director collaborated with various organizations to supply these kits to school going Girls in those marginalized, neglected and insecure areas.

 

  • Special care for the Oldies: In conflict zone areas, oldies are also vulnerable and fully exposed to risks. The director made special trips to visit the oldest women in the area. This program involved coordinating special medical camps and provision of food supplement to sustain their deteriorating health.
  • Public participation program: the Citizen participation was not done in those insecure areas because of the terrorist attacks; hence communities living in the region were left out of Government decision making process. The Director initiated the public involvement program in the conflict area by reaching the community using Military Chopper and ensured that the views from the community especially women are aired in the County Government budgeting and project allocation programs.
  • Projects initiation at Conflict area: The Director was coordinating project initiation, supervision, monitoring and final commissioning in the war zone areas to ensure value for money and guarantee community service delivery is achieved despite insecurity challenges: The director laid the foundation stone for the construction of Ishakani Dispensary ideally to save the pregnant women and children as well as security agents to access the facility. This structure also served the Border Community from Raskiamboni to access the services hence reducing referrals and saving time and lives. Ward administration project and Water projects are also some of the important programs established to serve the community in the area.
  • Security Research in warzone areas: Mr.Kupi coordinated the various researches in Boni forest region for both Maritime and land based researches. In collaboration with International Peace and Security Training Centre (IPSTC) which is a military institution based in Nairobi. The Director Coordinated over 3 Researches namely: 1) Maritime disaster risk reduction on Persons living with Disability-Lamu County. 2) Food Security assessment in Boni Forest.  3) Multiagency engagement on Improvised Explosive Device Threat mitigation-Boni forest, Lamu east. The community living in conflict areas were involved in data collection.
  • International Cross border Cohesion: The Director, having been born from the border area of Kiunga town as a result of intermarriage between Raskiamboni community from Somalia and Kiunga community in Kenya, the director developed passion to unite the two border community in order to enhance security across the region. The Peace building was cemented through peace forums, information exchange, cultural visits, refugee care and strengthened humanitarian activities. These programs have ensured peace and security to prevail in our towns since 2015.
  • Women led mediation programs: The director under support from UNWomen, and in conjuction with Kiunga Youth Bunge Initiative, formed a committee comprised of Women to lead mediation events for conflict resolution programs in the County. The empowered women successfully mediated various cases on Farmers vs herders, GBV, Land based and resource based conflicts among other clashes.
  • Life risking operations to serve the Community: Boni Forest is known for its dangerous Terrorists (Alshabab) who are hiding in the region to wage war against our territories, The Director has been accessing the area in order to undertake critical and humanitarian services to the community, the roads are inaccessible during rainy seasons due to muddy ground  and impassable during dry seasons due to land mines. Mr.Kupi with Humanitarian courage to serve the vulnerable especially women and children, he has been receiving support from KDF(Military) through airlifts to the area despite threats of attacks while in the region.
  • Water project advocacy at warzone area: The director has been undertaking various programs that specifically relieve the community on the need for clean and sustainable water for the community especially women and Children living along the Boni forest. The director conducted Water trucking during drought season through both vehicle and boat trucks, advocated for construction of water catchment structures during rainy season and commissioned the water kiosk for the women to access water nearby villages as opposed to long distance trek in search for water.
